Street Improvement Policy

Aransas County will consider improving an existing road under the following conditions:

  1. The evaluation process will be initiated with a petition from the property owners in the affected area. The petition should include the level of road surface improvement requested (i.e., sand to base material, base to hard surface, etc.). Due to the work load of the Road and Bridge department, only roads that are accompanied by a petition will be considered for the program. Roads can also be added to the program at the request of County Commissioners, State or Federal Agencies, and the County Road Administrator.

  2. The roads will be evaluated using a multifaceted rating format that will include but not be limited to such features as drainage, traffic use, cost, existing road conditions, maintenance and population density. The rating criteria will be approved or amended by the Commissioner's Court.

  3. The rating will be performed independently by four individuals which will consist of the County Road Administrator, one Road and Bridge employee, one impartial resident, and one Commissioner. Each commissioner will be responsible for rating the roads within his/her precinct that is in the program. The resident will be chosen by the Commissioner's Court. The evaluations will be checked for consistency and then averaged to achieve a rating.

  4. Once the roads are rated, a priority list will be prepared and submitted to the Commissioner's Court. The court will determine the funding limit that will determine the number of the streets on the list that will be done in any fiscal year.

  5. In recognition that the road conditions are subject to change over time, the roads in the program will be re-evaluated annually and reprioritized by the system described above.

  6. The Court approved road work will be subject to the maintenance workload of the Road and Bridge Department.
