MULTIFAMILY HOUSING
APPLICATION DEADLINE AUGUST 22:

Was your multifamily complex damaged by Hurricane Harvey? The priority deadline for applications to rehabilitate is quickly approaching! Submit your application
through http://www.texasrebuilds.org by August 22nd!

Affordable Rental Program Information:

• $250 million allocation managed by the GLO for affordable housing rental for rehabilitation, reconstruction and new construction
• If property is in one of the 48 eligible counties and was damaged by Hurricane Harvey – minor or severe – you can apply for grant fund assistance
• 20-year CDBG affordability program to ensure low income citizens and families of Texas have a safe, descent, and affordable place to live
• Public or privately owned multifamily structures – 8 units or more are eligible
• At a minimum, 51% of the units must target residents with income levels at 80% or less of the area median income
• Allocation minimum – $250,000 and allocation maximum – $25,000,000 per award
• Application acceptance period: July 23, 2018 – October 23, 2018
• Project construction must be completed within 18 months of the effective date of the contract.

*Developments located within the city limits of Houston and/or within Harris County are ineligible
as these entities received direct allocations from which programs such as this may be funded.

HURRICANE HARVEY HOUSING PROGRAMS APPLICATION CHECKLISTS:

Hurricane Harvey Homeowner Assistance Program ($1.098 billion allocation):
• As recommended by HUD, the GLO will utilize a state-run model for the Homeowner Assistance Program (with the exception of the city of Houston and Harris County, both of which will develop and implement their own programs). The GLO will be administering this program through six different regions based on the Regional Council of Governments. Each region will have an Affirmative Marketing Plan, Regional Housing Guidelines and a Needs Assessment outlining the details of the program.

Hurricane Harvey Homeowner Reimbursement Program ($100 million allocation):
• Allows homeowners to be reimbursed for certain out-of-pocket expenses incurred for repairs to their home including reconstruction, rehabilitation or mitigation up to $50,000.

COMMISSIONER BUSH ANNOUNCES PUBLICATION OF HUD GUIDANCE FOR ADDITIONAL HARVEY LONG-TERM HOUSING ASSISTANCE RECOVERY FUNDS:

Texas Land Commissioner George P. Bush announced the U.S. Department of Housing and Urban Development (HUD) issued its guidance for the administration of an additional $652 million award to the state of Texas to help with the long-term recovery following Hurricane Harvey. The additional award brings the total award of Community Development Block Grant disaster recovery (CDBG-DR) funds to the state of Texas to $5.734 billion. The CDBG-DR funds will be administered by the Texas General Land Office’s (GLO) Community Development & Revitalization (CDR) program. These funds may be used for a wide variety of activities including housing redevelopment, infrastructure repair and long-term planning.

In HUD’s guidance issued August 8, 2018, the entirety of Fayette, Jasper, Newton and Refugio counties were included in the most impacted and distressed area along with four additional zip codes: 77482, 77493, 77320, and 77351. The GLO will complete an amendment to the current Action Plan outlining the method of distribution for the additional $652 million.

On April 10, 2018, HUD announced the distribution of nearly $28 billion in CDBG-DR funds that were appropriated by the Further Additional Supplemental Appropriations for Disaster Relief Requirements Act, 2018. The announcement included this allocation of $652 million and an addition allocation of $4.074 billion for the state of Texas. A future HUD notice will specify the requirements and process for $4.074 billion in mitigation funds.

Currently, the GLO is accepting applications for multi-family housing projects under its previously announced $250 million Multi-Family Affordable Rental Property Program. Applications will be accepted in every region until the closing date of October 23.

The GLO continues to encourage all impacted homeowners to keep their receipts and gather the required documents for applications for assistance under forthcoming homeowner assistance programs. The latest updates on all upcoming programs is available at TexasRebuilds.org.

FEMA on the short-term disaster housing assistance mission:

GLO WINS AWARD FOR INNOVATIVE STORM TRACKING SYSTEM DEVELOPED DURING HARVEY:
State tech association recognizes State Operations Response Mapper (STORM) for
providing ‘invaluable’ data during the hurricane and post-disaster recovery

Land Commissioner George P. Bush announced the Texas General Land Office (GLO) was awarded the Project Excellence Award by the Texas Association of State Systems for Computing and Communications (TASSCC) for the development of a disaster tracking program during Hurricane Harvey. The award in the category of Data Sharing and Management was given at the TASSCC annual conference in recognition for work developing the State Operations Response Mapper (STORM).

“This award is not just for the underlying technology, but also in recognition of the GLO team members’ dedication to serving Texans,” Commissioner George P. Bush said. “The GLO found itself on the front lines of innovations during Hurricane Harvey. Together we took on a historic Texas-sized recovery, coordinating staff and recovery assets, as well as local leaders and federal officials, to meet the needs of Texans across all areas affected by one of the largest and most destructive storms to hit out nation. By innovating the tools we use, our staff is better equipped to serve those in need of assistance.”

The STORM viewer was developed by the GLO’s Enterprise Technology Solutions (ETS) division. It is a custom-built, web-based mapping tool that leverages agency geographic information system (GIS) data and ArcGIS Online. Data points tracked in the program include coastal lease damage assessments, storm debris, structural damage caused by storm events, oil spill staging areas, response trailer locations and beach inspection points.

The STORM viewer provides GLO staff with increased efficiency of location intelligence when faced with disaster events. The GLO can quickly determine where assets are located and catalog damage in real time, all within one interface.

“The STORM tool is used primarily to manage and protect GLO staff and physical assets during disaster events,” said Cory Wilburn, Chief Information Officer for GLO-ETS. “But it also has proven effective as a centralized data collection tool for damage assessment and recovery efforts. The STORM Viewer is an invaluable tool before, during and after a disaster.”
